HYDERABAD: The Telangana Congress-led government has sparked a major political controversy with the proposed induction of former Indian cricket captain and Congress Working President, Mohammad Azharuddin, into the State Cabinet, scheduled just days before the crucial Jubilee Hills Assembly by-election on November 11.

The move, widely seen as a strategic bid to consolidate the significant Muslim vote in the constituency, has drawn a strong complaint from the opposition to the Election Commission of India (ECI), alleging a violation of the Model Code of Conduct (MCC).
The Political and Electoral Calculus
The decision to elevate Azharuddin, who is expected to be sworn in as a Minister, is rooted in two key political needs for the ruling Congress:
- Minority Representation: The party aims to fill the vacuum of a Muslim minister in the current cabinet, a long-standing practice in undivided Andhra Pradesh and Telangana governments.3 Party sources indicate internal surveys highlighted dissatisfaction among Muslim voters—who comprise nearly 25% of the Jubilee Hills electorate—over the lack of community representation.
- Jubilee Hills By-Poll Strategy: Azharuddin had previously contested and lost the Jubilee Hills seat in the 2023 Assembly elections.5 His induction into the cabinet right before the by-poll is a direct attempt to galvanize voter support in the constituency and demonstrate the Congress’s commitment to the minority community.
The Model Code of Conduct (MCC) Controversy
The central point of contention lies in the timing of the cabinet expansion, which occurs while the MCC is in force for the by-election.

Further complicating the matter is the fact that Azharuddin is not currently an MLA. The government has recommended his name for an MLC (Member of Legislative Council) seat under the Governor’s quota. This nomination is currently pending with the Raj Bhavan, partially due to an ongoing case in the Supreme Court concerning previous MLC appointments under the same quota.
Should Azharuddin be sworn in, he would be constitutionally required to secure a seat in the Legislative Assembly (MLA) or Legislative Council (MLC) within six months to retain his ministerial position.
The entire issue has turned the Jubilee Hills by-election into a high-stakes battle, with the Congress leadership pushing its social justice agenda through the cabinet, while the opposition is utilizing the MCC as a major political weapon.
