HYDERABAD: The Commissioner of Police, Hyderabad, has issued a comprehensive and strict set of guidelines for all 3-Star and above hotels, clubs, bars, and restaurants/pubs planning to host New Year’s Eve celebrations on the intervening night of December 31, 2025, and January 1, 2026. The rules emphasize public safety, adherence to law, and a strong stance against illegal activities, particularly drunk driving and drug use.

Mandatory Permissions and Timelines

All establishments planning to conduct ticketed events/programmes up to 1:00 AM (midnight) must obtain prior permission from the Commissioner of Police, Hyderabad.

  • Deadline: Applications must be submitted at least fifteen (15) days in advance of the event.

Key Safety and Security Directives

Organizers must prioritize safety, security, and orderliness at their venues:

  • CCTV Surveillance: As per the Telangana Public Safety (Measures) Enforcement Act, 2013, CCTV Cameras with recording facility are mandatory at all entry/exit points and parking areas.

  • Security & Crowd Control: Adequate security guards must be appointed for traffic management, access control, and maintaining order inside the venue. Passes, tickets, and coupons must not exceed the venue’s capacity to prevent law and order issues.

  • No Firearms or Fireworks: The use or allowance of any firearms or fireworks at the event venue is strictly prohibited.

  • Fire Safety: Organizers must fully comply with all instructions issued by the District Fire Officer/Regional Fire Officer.

Strict Rules on Decency and Minors

The police guidelines include explicit instructions on the nature of performances and entry restrictions:

  • Decency and Obscenity: Organizers are responsible for ensuring decency of apparel, dance acts, gestures, and words. Obscenity and nudity in performances are strictly prohibited.

  • No Minors in Pubs/Couples Events: Minors are not permitted in programmes organized specifically for couples, or in pubs and bars.

Zero Tolerance for Drugs and Narcotics

The Commissionerate has issued a strong warning regarding illicit substances:

  • Drug Warning: Organizers are strictly warned that no person should be allowed to use drugs, narcotics, or psychotropic substances. Failure to prevent this will lead to the culpability of the management and legal action.

  • Vigilance: Special attention must be paid to parking areas and other secluded places where drugs may be sold clandestinely.

Critical Noise Pollution Regulations

Compliance with Supreme Court guidelines on noise levels is mandatory:

  • Offence & Fine: Drunk driving is an offence under Section 185 M.V. Act. The penalty is ₹10,000 and/or 6 months imprisonment.

  • Alcohol Limit: The permissible limit is up to 30 mg/100 ml of blood. Anything above this, as recorded by a Breath Analyzer, is a violation.

  • License Suspension: Driving Licenses will be suspended for three (3) months or more, or permanently.

  • Vehicle Custody: If the driver is inebriated, the vehicle will be given to an accompanying, sober, valid license holder. Otherwise, the vehicle will be shifted to the Police Station for temporary custody.

Management of Pubs/Bars is also responsible for making necessary arrangements to provide Drivers/Cabs to customers in a drunken state to ensure they reach their destinations safely.

The advisory also promotes the concept of a “designated driver for a day” and warns against over-speeding, dangerous driving, and racing. Furthermore, it highlights the presence of SHE TEAMS across the city and promises strict action against anyone indulging in crimes against women.

The liability for any loss, damage, or nuisance will solely rest with the applicant/management.
