NEW DELHI — In a landmark move to fortify regional stability, Prime Minister Narendra Modi announced a USD 175 million special economic package for Seychelles on Monday. The announcement followed high-level talks with Seychelles President Dr. Patrick Herminie at Hyderabad House, marking a golden jubilee of diplomatic ties between the two nations.
Strategic Investment in Seychelles’ Future
The $175 million package is designed to fund high-priority developmental projects. Unlike generic aid, this specific allocation targets critical sectors that align with Seychelles’ national growth strategy:

Social Infrastructure: Significant investment in social housing and healthcare.

Capacity Building: Vocational training and digital transformation initiatives.

Green Energy: Support for e-mobility and climate resilience.

Maritime Safety: Direct funding for defense and maritime security equipment.
PM Modi characterized the assistance as a “continuation of India’s long-standing development partnership,” emphasizing that the funds will deliver “tangible benefits” to the people of Seychelles.
The Rise of the Colombo Security Conclave (CSC)
A pivotal moment in the summit was India’s formal welcome of Seychelles as a full member of the Colombo Security Conclave (CSC). This move elevates Seychelles from its previous observer status, cementing its role in the “minilateral” security architecture of the Indian Ocean.
“Welcoming Seychelles into the Colombo Security Conclave as a full member will strengthen our collective efforts to ensure peace and stability in the Indian Ocean region,” PM Modi stated during the joint press conference.
SESEL: A New Vision for Sustainability
The two leaders launched the India-Seychelles Joint Vision for Sustainability, Economic Growth and Security through Enhanced Linkages (SESEL). This document serves as a strategic roadmap for the next decade, focusing on:

MoUs and 50 Years of Diplomacy
The visit, which coincides with the 50th anniversary of diplomatic relations established in 1976, saw the exchange of several key Memoranda of Understanding (MoUs). These cover areas ranging from meteorology and ocean science to cultural exchange programs for 2026–2030.
President Herminie, on his first state visit since taking office in October 2025, also paid homage to Mahatma Gandhi at Rajghat, noting that Gandhi’s ideals remain the bedrock of the bilateral partnership.
