NEW DELHI, November 30 — The Lok Sabha’s Business Advisory Committee (BAC) has successfully concluded its deliberations, finalizing the legislative and financial agenda and allocating time for several crucial bills and debates slated for the upcoming Winter Session of Parliament. The session is scheduled to commence on Monday, December 1, 2025, and will run through December 19, 2025.

Key Legislative Timetable Allocated
The BAC, which comprises members from both the ruling party and the opposition, recommended specific debate durations for several high-priority legislative items:

The Manipur Goods and Services Tax (GST) Bill and the Central Excise Bills have each been allotted three hours for discussion.

The Supplementary Demand for Grants—a crucial piece of financial business—will also receive three hours of debate time.

The Health Cess Bill, 2025, which is listed for introduction early in the session, has been allocated a significant six hours for comprehensive discussion.

In a move generating considerable interest, the government has proposed a substantial 10-hour debate on the culturally sensitive ‘Vande Mataram’ issue, though the final decision and scheduling on this debate remain subject to the Lok Sabha Speaker’s approval.
President Clears Path for Critical Bills
Prior to the session’s start, the President has given constitutional clearance for the introduction of several key legislative proposals. These include:

Additionally, Prime Minister Narendra Modi is scheduled to brief accredited media representatives on the opening day of the session, December 1, at 10:00 am. The INDIA bloc floor leaders are also slated to hold a strategy meeting at the office of the Rajya Sabha Leader of Opposition on Monday.
